EVACUATION SIGNAL:

CONTINOUS SHORT BLASTS OF MILL WHISTLE

Evacuation of the mill may be required in the case of an extreme emergency such as:

* Major Fire * Explosion
* Earthquake * Tidal Wave
* Bomb Threats * Power Failure
* Escape of Hazardous Chemicals  

Where it becomes necessary to clear the operation safely of all employees, the following procedure will be used:

  1. Shut down all equipment in your work area and make certain that equipment is left in a secure and safe condition,
  2. Leave the operation in a calm and orderly manner. Do not run or panic.
  3. Evacuate mill by the closest, nearest exit and proceed to the supervisor office marshalling area.
  4. Assemble around your Supervisor as a crew. Keep quiet as a roll call must be taken and instructions communicated.
  5. Do not leave the area until your are instructed by your Supervisor to do so.
  6. When the emergency has been contained the All Clear Signal will be sounded.
  7. Contact Head Office at 250-724-7600 and Gary Collinge at 250-724-7641 or Cell 250-720-9593.
  8. Notify PEP at 1-800-663-3456 and in the event of Fire or an explosion contact the Port Alberni Fire Department at 250-724-1351.

CML Emergency Evacuation Procedure

A. OBJECTIVE
1. To evacuate the Plant as quickly, safely and orderly as possible.
2. To account for all employees, explain reasons for evacuation and communicate further instructions to employees

B. INTRODUCTION

Plant Evacuation begins upon sounding of the Evacuation Signal: Continuous Short Blasts of the Reman Buzzer. Command post will be notified, command post will notify HMP Leads Hand.

All employees will proceed to the first aid office, which will serve as the Command Post after they have ensured their area is shut down.

All employees are to marshall outside of the first aid office during the Evacuation procedure and wait for a roll call and further instructions from the Command Supervisors.

C. EVACUATION PROCEDURE
a) The evacuation whistle is to be blown by an authorized Supervisor.
b) Reman Buzzer will sound as follows:
Series of one second blasts with one-second pause between them - 90 seconds in duration.
c) After blowing the Evacuation Signal, advise the Command Post of the type of emergency.
d) Any employee receiving information that may require Plant Evacuation must immediately communicate all details to his Lead Hand. The Lead Hand will then contact one of the authorized personnel for further action.
e) Upon hearing evacuation signal, each Operator must shut down his equipment in a safe manner.
f) Proceed in a safe orderly fashion to the first aid office and marshall outside.

h) Notify PEP at 1-800-663-3456 and in the event of Fire or an explosion contact the Port Alberni Fire Department at 250-724-1351

All employees must wait for further instruction of until All Clear Signal Is Blown.

i) Trained First responders will utilize existing fire equipment ie extinguishers to control petroleum or electrical fires and fire hydrant hoses with nozzle for fires in logs, lumber piles, chip bins or sawdust/hog bins until the Port Alberni fire dept arrives and takes command.

All Clear Signal – One long blast on Reman Buzzer.

Upon hearing All Clear signal, all employees are to proceed back to their work stations and resume work unless otherwise instructed by their supervisors.
